Shuji lwamura was born in Nagasaki in 1949, graduated with an LL.B. from Chuo University in 1973, and was a public prosecutor from 1976 until 2012 when he retired as the Superintending Prosecutor of the Nagoya High Public Prosecutors Office.
During that time, mainly in the Tokyo District Public Prosecutors Office, he was engaged in the investigations and trials of corporate-activity-related and economy-related crimes such as violation of tax law, the Financial Instruments and Exchange Act, and the Antimonopoly Act; political-activity-related crimes such as violation of the Political Funds Control Act; and special negligence cases including drug-induced diseases. From 1989 until 1996, he was responsible for the interpretation and planning of criminal laws and regulations at the Criminal Affairs Bureau of the Ministry of Justice. He was involved in the operation of the Antimonopoly Act, amendment of the former Securities and Exchange Act, amendment of the Public Offices Election Act and the Political Funds Control Act, establishment of the International Criminal Court, enactment of the Organ Transplant Act, and the revision of the Juvenile Act.
He was a member of the the National Bar Examination Commission (criminal policy and criminal laws) from 1992 to 1996, a part-time lecturer at Keio University from 1992 to 1994 and at Chuo University Graduate School of Law in 2001.
